NOAA workforce reductions threaten salmon program administration. NOAA has lost approximately 880 employees (~5% of staff), with 1,000+ additional cuts expected. Among those let go: an employee responsible for ESA compliance signoffs for hatchery Chinook releases into Puget Sound, putting hatchery operations at multiple facilities in doubt.
What this means for restoration portfolios. Congress preserved PCSRF at $65M and kept NOAA’s overall budget at approximately $1.12B, rejecting a proposed 28% cut. But appropriated dollars require staff to deploy them. For restoration entities carrying federal obligations, reduced NOAA capacity means longer consultation timelines, delayed compliance reviews, and increased administrative burden — even when funding itself is available.
